DeLuca Meets with Area Mayors, Emphasizes Importance of Supporting LGDF in State Budget (Chicago Heights, IL) — At a meeting with the South Suburban Mayors and Managers Association on Friday, state Rep. Anthony DeLuca, D-Chicago Heights, reiterated his push to include greater funding for the Local Government Distributive Fund (LGDF) in this year’s budget.

“While reviewing the governor’s proposed budget, I was disappointed to not see an increase for LGDF,” DeLuca said. “This funding impacts fire and police services, garbage pickup, snow removal, water and other core services that municipalities provide for people. It would be prudent and beneficial for the state to properly prioritize the LGDF in this budget so that municipalities are better equipped to deliver critical basic services that residents depend on each and every day.”

LGDF is a designated portion of state income tax revenues that cities and counties receive from the state, in lieu of local income taxes. Throughout the previous decade, the percentage share of state income tax committed toward LGDF was often reduced – bottoming out at 5.45% of individual income tax collections in 2017 compared to 10% before Jan. 2011. The most recent rate is 6.16% of individual income tax collections and 6.845% of corporate income tax collections.

DeLuca recognizes that an increase in LGDF would help keep local tax burdens lower – preventing the need for local governments to look at property tax hikes or other fee increases to make up the difference.

“The governor’s budget address is the first step of a larger budget process,” DeLuca said. “I want to make sure local needs are properly represented, which is why I am actively engaging leaders and other stakeholders in the community to better understand what they want to see in a final product. I am appreciative of the advocacy from our local mayors on LGDF, and I look forward to continued discussions on this topic in Springfield.”
