Cook County Commissioner Donna Miller Applauds First Payments for Participants in Cook County Promise Guaranteed Income Pilot (Cook County, IL) — Today 6th District Cook County Commissioner Donna Miller issued a statement celebrating the distribution of the first payments for the Cook County Promise Guaranteed Income Pilot (Promise Pilot), which were released yesterday and will reach participants in the coming days.

The $42 million pilot is the largest publicly-funded guaranteed income program in American history, and received over 233,000 applications during the open application period between October 6 and October 21. Funded by the American Rescue Plan Act (ARPA), the Promise Pilot will send monthly payments of $500 to 3,250 residents for two years. President Preckwinkle and County leadership have committed to creating a permanent program after the completion of the pilot, supported by a combination of County funds and philanthropic support.

Cook County Commissioner Donna Miller said, “The distribution of the first payments in our Promise Pilot marks an exciting moment and historic milestone for Cook County in our fight to increase economic opportunity for all residents. Participants will have the opportunity to access much-needed necessities, invest in their dreams, and develop strong foundations for themselves and their families. I’m proud of my work on the Cook County Board in recent years to establish this program and ensure those in the Southland and the county as a whole have the necessary resources to thrive, and I look forward to seeing its success. I’m confident that the future of the Promise Pilot is bright.”

Enrollment in the Promise Pilot is still ongoing. Program administrators will select the final participants over the coming weeks from a waitlist meant to fill gaps left by applicants who failed to respond to enrollment invitation communications within the designated timeframe.
